Video shows Iraqi kids training as terrorists Insurgents also use women, U.S. official says BY STEVE LANNEN McClatchy Newspapers BAGHDAD -- A U.S. military spokesman said Wednesday that Iraqi insurgents are increasingly relying on women and teenagers to undertake suicide attacks, and he released two videos that he said showed how insurgents have drawn children into their circle. One video showed footage of boys in black masks learning terrorist tactics. The other showed a boy being rescued from his kidnappers, apparently filmed by an Iraqi or American soldier. Rear Adm. Gregory Smith stopped short of calling the use of women and children in attacks a trend. But he said recent high-profile attacks, including the double bombing last Friday of two pet markets in Baghdad, have drawn new attention to the tactic.
Hydro plans new rate system
Just one week after announcing a major rate increase, BC Hydro on Tuesday unveiled a electricity pricing scheme that allows most customers to escape the full impact of the rate hike. The new scheme sees Hydro eliminate its traditional flat rate in favour of a new two-tier pricing system that rewards energy savers -- and penalizes large-volume electricity consumers in the residential sector. In documents filed on Tuesday with the B.C. Utilities Commission, Hydro proposes to split residential customers' bills into two tiers -- with a lower rate for basic power requirements, and a higher rate for all electricity consumed beyond the basics. .

For the sixth time in the past seven years, conditions and a collective effort came together to pull off another great year for the Surfline Seal Beach Surfing Championships on the north side of the Seal Beach Pier. Thousands of dollars were raised for local charities and non-profit groups including the Surfrider Foundation, Seal Beach Junior Lifeguards, and other organizations. Local surfers, the Seal Beach Lifeguards, Surfline.com, and many local surf shops and businesses resurrected the annual local championships in 1999 after a 20-year hiatus. "This is a great way for all of us to give back to the community, and especially to the kids," said Sean Collins, President and chief Forecaster of Surfline, also a three-time winner of the event stretching back to the early 70's.
Home Depot glum on future
Lowe's said it would open 120 new stores in 2008, while Home Depot plans to open 55, about half as many as it did last year. Tome said Home Depot has no plans to close any of its core retail stores, but added, "We always look at our store portfolio." Home Depot shares gained 1 cent to close at $28.83 yesterday. "With the more significant reduction in the 2008 outlook for Home Depot, we think the 2009 numbers are also likely to fall," wrote Deutsche Bank-North America analyst Michael Baker in a research note. Home Depot executives made clear they are moving away from strategies that they believe aren't working; chief among them is robust new store growth. Blake said Home Depot continues to lose market share, though it is seeing signs of the trend reversing itself.
