| Borough initiative must include trust
When Gov. Ed Rendell approved a state budget that included a $1.7 million transportation revitalization plan, many wondered where the money would come from. As legislators continue to squabble over potential sources of funding, such as tolling Interstate 80 and leasing the Pennsylvania Turnpike, the Pennsylvania Department of Transportation is bracing to be stretched to its limit. With many structurally deficient bridges and public transit systems desperately in need of funding, smaller community projects risk finding themselves on the back burner for years, maybe even decades. Given this, it seems like the perfect plan for PennDOT to begin its "turnback" program with several roads in State College, including College and Beaver avenues. The program lets PennDOT turn over control and responsibility of certain roads to smaller municipalities.

The switch could come as early as this weekend, if a few construction details are finished in time. Reedy Creek is spending about $5.5 million on the new station, at left, and a concurrent relocation and upgrade of the fire department's 911 communications center. That amount of money to replace a perfectly functional, 26-year-old fire station might sound a bit extravagant to taxpayers in some cities, but Reedy Creek is dominated by one taxpayer -- Walt Disney World, which likes things to look interesting. Reedy Creek Fire Chief Ray Colburn said there should be no impact on response times. The new station, he noted, might be a minute farther away from the Contemporary, but it's a minute closer to the Grand Floridian, "so it's a wash." It remains just outside a back gate to the Magic Kingdom, so the time into the theme park it serves should be the same.
Iraq, ahoy?
It is often dangerous when a country's foreign policy calculus, especially when surrounded by military elements, is radically altered at times of domestic political turbulence that may be a perfect recipe for disaster. Ironically, what brings together the otherwise not-so-friendly institutions that are the Turkish government and the Turkish military is their confusion over Iraq: In public, both are pro-incursion; privately none may be so. What are the consequences? A military march into the old Mesopotamia would not look (or happily end) something like Tintin in the land of the Kurds. There are military and political reasons why an incursion may not be militarily and politically feasible. In military terms, the cost-benefit analysis is not lucid. For example, what would the criteria be for success? How many terrorists are worth how many martyrs and how much equipment, time, effort and resources lost? What would the defined goal be? How would be achieved? Would it be achieved? Can it be achieved? If the answer is a maybe, what's the point of opting for an incursion? If yes, what would be the cost of an incursion? Who would be the enemy? PKK men? PKK sympathizers in northern Iraq? The Iraqi Kurdish Entity? The U.S.

"Crossover" means a motor vehicle that offers a cross between carlike comfort and SUV style, with SUV ground clearance. The car is usually some sort of family sedan, and your typical crossover is really the contemporary station wagon. Your typical crossover is practical and roomy, and can hold people and cargo in almost endless variation. Your typical crossover is also, for the enthusiast driver, about as exciting as the family sedan in its ancestry, which is to say "not very". The Subaru Forester XT is a little different, as the car in its ancestry is a WRX. Or, to be more exact, a WRX STi. Coming from that gene pool, boredom is guaranteed to be banished. The Forester debuted a decade ago as the first Subaru made expressly as a crossover, following in the successful footsteps of the Legacy-derived Outback and smaller Impreza Outback Sport.
Wind Tunnel Tuneup: Faster Bikes
The numbers on the meter provide a relative measure of Gotti's aerodynamic efficiency. As the wind flows past Gotti, some of it is interrupted. This causes the floor that takes up most of the center of the tunnel to dip and sway ever so slightly. Since the floor is actually the top of a massive aerodynamic balance, the slightest movement is measured and recorded by a bank of computers. Later these second-by-second samplings will be distilled into information that hopefully will help Gotti win the world's best-known bicycle race. As the test begins, the numbers on the display fluctuate randomly. Then, as Gotti lowers his head, they begin to drop: 3.0, 2.82, 2.65. The numbers give Gotti a relative measure of the degree to which his bicycle and body impede airflow. Smaller numbers represent less aerodynamic drag.
Council nixes zone change
LAFAYETTE — The City-Parish Council voted down a zoning change 7-2 Tuesday that would have allowed Mello Joy Coffee to build a new corporate headquarters, distribution facility and coffee roasting plant on Moss Street. Also Tuesday, as part of Black History Month, the council recognized the first black elected officials in Lafayette Parish. Mello Joy Coffee was seeking to rezone the property from general business to light industrial so that the coffee roasting plant would be allowed. The property is just south of Interstate 10, with Schilling Distribution on one side and a neighborhood on the other. A private school’s property line is about 300 feet away. The presence of that neighborhood is what many councilmen said drove their decision not to allow the zoning change.
